Project Overview
The Former Halstead Quinn/ATI Tank Farm Site is a 2.8-acre former Major Oil Storage Facility located on the Hudson River in downtown Yonkers, NY. The City of Yonkers' Alexander Street Master Plan calls for the redevelopment of the Site with a mixed-use residential building. During more than 50 years of bulk storage operations, thousands of gallons of petroleum products spilled and impacted soil and groundwater resources. Subsequent environmental investigations documented petroleum compounds and metals contamination throughout the property.

Our Solution
Envicon's team was retained by the Site's owner and developer to support entry into New York State's Brownfield Cleanup Program (BCP). As the Engineer of Record, Envicon's team submitted remedial design documents to NYSDEC based on the issued Record of Decision (ROD), including contaminant source removal, environmental capping design, engineering controls, and deed restrictions. Envicon's team documented the remediation including removal of approximately 20,000 tons of petroleum-impacted soil, fill, and concrete. The team successfully negotiated with NYSDEC terms for on-site material reuse and beneficial reuse of impacted material from off-site sources for backfilling purposes.
