Project Overview

The Former Nuodex Corporation Site served as a chemical manufacturing facility but had been vacant for several years due to ongoing environmental issues. NJDEP regulatory timeframes and the proposed construction of a new gas-fired power plant at the Site were drivers in the decision to address the environmental issues and redevelop the Site. Located along the Raritan River, the project required comprehensive geotechnical and environmental solutions to enable successful redevelopment.

The Challenge

The Site exhibited many design challenges due to high levels of contamination in soil and groundwater, soil composition unfavorable for supporting future development, and mandatory restoration of a large acreage of tidally influenced wetlands. Envicon was also tasked with designing 13 acres of deep-water pond to serve as habitat for native species while managing the majority of the Site's surface water runoff.

Our Solution

Envicon's team first provided design and construction phase services supporting construction of a Hydraulic Barrier Wall Working Platform to mitigate poor soil conditions prohibiting heavy equipment operation. Envicon's team then provided geotechnical design and construction oversight for the 7,043-foot-long low-permeability hydraulic barrier wall to prevent horizontal migration of Site contaminants. Envicon's team confirmed geotechnical quality and oversaw placement of over 1,000,000 cubic yards of imported fill materials providing the foundation for a two-foot-thick Site-wide soil cap serving as the vertical barrier for contaminant migration. Envicon's team has since designed and overseen construction of the 13-acre, 10,000,000-gallon geomembrane-lined wetland pond; 2-acre groundwater treatment facility site layout and foundations; and 5-acre, 40-foot-high contaminated soil stockpile with 4-foot-thick cap.
