Project Overview

Envicon's team provided Qualified Environmental Professional (QEP) services for the Phases I and II construction of the Farrington Street Flush Truck Facility in Queens, New York. The project required compliance with the NYSDEC-approved Site Management Plan (SMP) and Excavation Workplan (EWP) during all site intrusive activities on this 2-acre utility infrastructure site.

The Challenge

General contractors operated on an aggressive construction schedule dictated by weather, site access constraints, and utility service providers. The dynamic schedule frequently required mobilization to the site and provision of QEP services within one day's notice, demanding flexibility and rapid response capabilities.

Our Solution

Envicon's team observed and documented all site intrusive activities for SMP and EWP compliance. The team implemented the required Community Air Monitoring Plan (CAMP) with upwind and downwind stations measuring Total Volatile Organic Compounds (VOCs) using photoionization detectors (PID) and particulate matter with DustTrac meters. The team also characterized and field-screened excavated soils for on-site reuse and off-site disposal, and provided material stockpiling recommendations during intrusive activities.
