Project Overview

The Former BICC Cables Site is a 17-acre property located along the Hudson River in Yonkers, Westchester County, New York. Polychlorinated Biphenyl (PCB) contamination of Hudson River sediments beneath the Electronic Power Research Institute (EPRI) Building required remediation under the NYSDEC Brownfield Cleanup Program. The NYSDEC Record of Decision (ROD) prescribed sediment excavation and removal as the Selected Remedy for Dredge Certification Unit (DCU) Area 2B, a 24,500-square-foot underwater area.

The Challenge

Since 2010, six previous attempts to comply with the ROD Selected Remedy had failed due to unmanageable debris beneath the building, excessive turbidity, and soft sediments that trapped heavy equipment. In 2013, Remote-Controlled Robotic Vacuum dredging (ScanCrawler) could not achieve NYSDEC-approved productivity rates due to limited visibility, loose debris, and unsafe deployment conditions. NYSDEC requested an Alternatives Analysis Report for selection of the final remedy.

Our Solution

Envicon's team designed a multi-layer engineered Reactive Core Mat Sediment Cover System (SCS Remedy) as the optimal solution for completing remediation of DCU Area 2B. This innovative approach received NYSDEC approval in February 2014 and was successfully implemented in summer 2014, overcoming the technical and economic challenges that had defeated six prior remediation methodologies.
