Harrison MGP Site – PATH Substation IRM
Remedial action oversight for site preparation of a future PATH electric substation, including below-grade excavation, dewatering treatment, and installation of geosynthetic liner and clean cap.
Project Overview
The Harrison MGP Site IRM supported site preparation for a future electric substation serving the PATH rail network. Excavation required work below the groundwater table near the Passaic River, where dewatering was restricted by downstream sewer capacity. Prior investigations identified elevated lead concentrations, requiring continuous in-situ waste classification and stabilization.
The Challenge
Excavation below the groundwater table near the Passaic River with limited dewatering capacity due to downstream sewer restrictions. Elevated lead concentrations required careful waste classification and in-situ stabilization.
Our Solution
Envicon's team sequenced below-grade excavation to minimize dewatering requirements, performed in-situ waste classification for materials with elevated lead, developed a comprehensive NJDEP-approved soil reuse plan, and managed dewatering treatment and GCL installation.
Key Highlights
- Sequenced below-grade excavation to minimize dewatering
- Performed in-situ waste classification for lead-impacted materials
- Developed NJDEP-approved soil reuse plan
- Oversaw well abandonment and gas holder removal
- Managed dewatering treatment and GCL + clean cap installation
Results Achieved
- Delivered compliant substation footprint preparation
- Achieved regulatory approval for soil reuse
- Minimized dewatering volumes and costs
- Enabled future PATH infrastructure construction
