Southwest Brooklyn Marine Transfer Station
Design-during-construction and resident engineer support services for a $150 million pile-supported marine transfer station with 700-900 ton daily capacity, providing project management, multi-agency permit coordination, and design change management.

Project Overview
The Southwest Brooklyn Marine Transfer Station is a $150 million, first-of-its-kind solid waste infrastructure facility located near Coney Island. Constructed on an existing Sanitation Garage property adjacent to a local marina and community fishing waters, the pile-supported structure is framed in high-strength structural steel to accommodate heavy floor loads and long, column-free spans required for waste dumping, processing, and container handling operations. Envicon team members provided comprehensive design-during-construction and resident engineer support services, applying lessons learned from the prior Hamilton Marine Transfer Station project to streamline permit coordination and design change management.
The Challenge
The project required coordinating permit preparation across multiple NYC agencies including DOB, FDNY, SBS, and NYCDEP while managing complex design changes in a harsh marine environment. The pile-supported structure with cast-in-place concrete box girder ramps demanded precise coordination between design teams and field construction. Additionally, the waterfront location required particular attention to protecting the bay waters used by the community for fishing and recreation.
Our Solution
Envicon team members provided project management and design-during-construction services, leveraging lessons learned from the Hamilton MTS construction project to anticipate and resolve design change issues before they impacted the schedule. The team coordinated DOB, FDNY, SBS, and NYCDEP permit preparation and submission, ensuring regulatory approvals kept pace with construction milestones. Envicon team members maintained continuous field presence to review construction activities, verify design compliance, and coordinate real-time design clarifications with the engineering team.
